IMO, the soloution would be routine encryption, either voice scrambling or digitizing confidential phone calls, and the realization that ANY phone call COULD be monitored, (even hardwired phones are easy to tap if someone has the technical expertise and wants to go to the trouble to install a tap, either wired or radio).
