Dbriach is a little village in Carinzia, the southern part of Austria. Our Camp is situated at the eastern shore of Lake Millstatt, approximately in the middle between Spittal and Villach. There will be offered a comprehensive introduction into FM-DX. Experienced DXers will inform you about receivers, antennas, propagation and possibilities to identify unknown stations, for instance Italian private stations which can be heared in this area. In addition, we are planning visits to radio stations in Austria, Italy and Slovenia. We have planned a five-day- trip to Modena/Abetone in Italy (July 21st to 25th) and we will stay in a hut at Slivnica- mountain (1114m) in Slovenia for three days (July 29th- 31st). Our DX-Camp will not only be interesting for FM- DXers, there are excellent conditions for receiving shortwave and tropical-bands-stations, too! We shall have exchange of experience, and of course, reception in practice - if you like all night long! There is enough space to build up long-wire-antennas. The Austrian DX-association ADXB-OE will lend to us some receivers and it will be fascinating to test and compare the different receivers and antennas. At last there are facilities for swimming at our beach, hiking and for other sports, too. Dbriach is an ideal point of departure for trips, for example to Venice, to Ljubljana or to the 'Grossglockner Hochalpenstrasse', a pass road over the alps with a wonderful view to the glaciers. If you are a licensed radio-amateur, you can use our club station OE8XBC! The charge for one day is DM 27,- (about US$ 19,- ). One week amounts DM 180,-, two weeks come to DM 353,-. At least, the price for the whole three weeks will be DM 510,-These charges include four meals daily and the overnight stay with tent and sleeping-bag. If you have no tent you can sleep in a big tent which we rent. This will cost DM 3,- extra. Please, bring a sleeping bag with you. If you do not like camping, it is possible to stay in a hotel or in an apartment. In this case, you have to contribute to the costs for organization of the camp, too. If you want to come with a caravan, a camping ground is next to our camp. We shall have to bring fork, knive and spoon with us, but no dishes! The DX-camp is situated at an international youth-camp and we get our meals from the kitchen there, therefore we do not need to cook for ourselfes. We have to take a registration fee from you, but you get it back in the camp. It costs 70 Austrian Schillings (DM 10,- or Lire 7000 or US$ 10,-). Please send this fee to the adress below to apply for the DX-camp. Your receivers are insured during the DX-camp if you have paid the registration fee. Please tell us type and value of your receivers as well as the date when you have bought it, we need this to effect the insurance. How can you reach Dbriach? If you have a car, the best way is via Munich and Salzburg to Spittal/Drau and then, 15 km along Lake Millsttter, to Dbriach. If you come from the south, go via Udine, Tarvisio and Villach to Dbriach. If you come by train, leave it in Spittal/Drau (Spittal-Millstttersee). From Spittal there is a bus to Dbriach. Tsibliyev and Linenger opened the hatch of the airlock of Kvant-2 on 29.04.1997 at 0510UTC and closed this after the EVA at 10.08.30UTC. Duration: 4 hrs 57 mins and 10 secs. The cause of the slight delay is still unknown. The fact that the EVA lasted much shorter than the planned 5 hrs 30 mins was no indication that they had been forced to return earlier but they just accomplished their tasks well within the durat ion which had been foreseen. These tasks consisted of the installation of the OPM (Optical Properties Monitor) at the outersurface of the SO (dockingcompartment at the Kristall module). Having this done they moved by the crane Strela to the Kvant-2 where they retrieved the American experiments PIE (Partial Impact Expt) and the MSE (Mir Sample Expt). The se experiments will be brought back to earth by the Atlantis in May this year. The last task was the installation on Kv ant-2 of the Benton Radiation Dosimeter. This instrument will measure the intensity of the radiation between 51.6 dgs North and 51.6 dgs South. The areas between these latitudes will be covered by the IRS, which will orbit in the same i nclination (51.6 dgs) as MIR. During the first pass for our location in orbit 63941 (0958-1010UTC) the EVA was in its final phase. The both 'spacewalkers' already were in the airlock, which they had entered at 0930UTC. During radiowindo ws they worked with tranquillizing music in the background. Radiotraffic revealed that Tsibliyev and Linenger had a l ot of fun and acted fully relaxed. The EVA was successful and they did not meet any problems. The new type of the Orl an DMA spacesuit was used for the first time and during the pass in orbit 63942 (1133-1145UTC) Tsibliyev reported his satisfaction about the improvements. He told that his good experience with this spacesuit during trainings in the hydr olab now has been proven in practice. The suit is very flexible, and especially the gloves are very good: it is much ea sier to use your fingers. And Tsibliyev has the right to judge this for he did 5 EVA's during his mission in 1993. Dur ing the EVA Lazutkin remained on board where he watched the systems, made films of his colleagues, helped them with adv ices and communications. If the present good luck of the MIR exploration will not vanish Lazutkin will do 2 EVA's toge ther with Tsibliyev during this MIR 23d Main expedition. Admiration: All those responsible for the achievements of today: the crew, but also the flight control and consultativ e groups in Korolyov and Houston deserve our admiration for the way in which they showed their skill and this example of excellent international cooperation. The reduction from A$23 million to A$7 million will mean the loss of SW bcs to Indo-China and China. However, bcs to the SoPAC and Papua New Guinea will continue. -- Good news, but bad news. (Harold Sellers-AUS, Apr 22) Word is just begining to filter down that Radio Australia will continue to exist, albeit as a shadow of it former self. It will lose two-thirds of its current budget (of around A$30 million I think), enabling it to continue to provide some sort of service into SE Asia and the Pacific in English only. Derek Jordan, RA's current CEO, has just gone to air saying that they will have to let go of all their specialist (language) staff. ... First of all, RA's chief executive officer is not Derek Jordan but Derek WHITE. ... The Dept of Foreign Affairs will give RA a further A$1.5 million. It is hoped that RA will be able to continue to provide some service into Indonesia. It is likely that most -- if not all -- shortwave services will stop. ... ... Meanwhile, RA is also withdrawing the Asia sce and will concentrate on the Pacific and Papua New Guinea. Not a word was said about Indonesia. Whereas RA once upon a time was quite comparable in size with Shepparton and relays at Carnarvon and Darwin, strength in kW, languages (9) and in bc hours to RN, only English will now be left, Japanese & French also having been discontinued some time ago. RA during the seventies had a somewhat smaller staff than Radio Netherlands (300-odd to 400-odd). Although I do not know how many people there are now at RN, RA will soon be reduced to some 100. (Dick W. Speekman-AUS, Apr 23) Radio Australia funding cut by over two-thirds. The Australian cabinet has decided to slash Radio Australia's funding by more than two-thirds. The decision is likely to mean the closure of SW bcs in Mandarin, Cantonese, Indonesian, Vietnamese and Khmer. The cabinet has decided to maintain Radio Australia's SoPAC and PNG sces with an estimated budget of about 5.5m [US] dollars. This compares with the current Radio Australia budget of more than [US] 18m dollars for operations and bcs. Estimated savings of about 12m dollars will flow to the Australian Bcing Corpor. The Foreign Affairs Dept is to contribute more than 1m dollars to keep Radio Australia's Pacific sce. The funding decision is in violation of an election commitment by the ruling coalition to protect Radio Australia's existing sces and not downgrade them in any way. Radio Australia cuts a "major disfigurement". The cuts announced on 22nd Apr to Radio Australia's budget mean it has "avoided death, as was recommended by the Mansfield report in Jan, but it has suffered major disfigurement", the sce's Canberra bureau chief, Graeme Dobell, told listeners. "Effectively it [the govt] has decided that, in slashing Radio Australia's funding from about 23m Australian dollars down to about 7m dollars, the focus should be on the SoPAC and on PNG. And what that basically means is a figure of about 7.2m dollars which (?we will receive) in the budget, which will be announced next month, 13th May. "That would consist of about 3.2m dollars for an English sce, to maintain the current English sce, which would go out on satellite, on the Indonesian Palapa-B satellite, a further 2.5m dollars to maintain some SW facilities, probably the SW txs at Shepparton-VIC and, perhaps, Brandon up in Queensland, and a further estimated 1.5m dollars to keep the PNG sce, the Tok Pisin sce, going. "That 7.2m-dollar figure has some flexibility in it and there is a suggestion, looking at those figures, that Radio Australia might be able to resize the figures a little bit to enable it to keep also its Bahasa Indonesia sce going, because it will have the SW ability to deliver to Indonesia. But certainly it will not have the SW facilities, on the cabinet's decision, to feed the other sces, to Indochina and to China." Interviewed about the funding cuts, Radio Australia's GM, Derek White, said he was "very, very disappointed. It is at least pleasing that we will apparently retain our English sce, via SW and satellite, that we will continue our SW coverage of the Pacific and that we will retain our Tok Pisin sce to PNG. However, it would be extremely disappointing if we have to end our sces to Asia in the languages which deliver the greatest part of our audience and which play an enormous role in building an image of Australia in the region." Peter Barnett, who headed RA throughout the 1980s, said it was tragic that the funding cuts would mean the loss of SW sces to millions of listeners in Asia. The DW supplied about 4500 TV and bc programs with this available offer. A decision to this effect taken by Deutsche Welle's Radio Council on Fri 18th Apr was announced by the chairman of the Council, Social Democratic Party [SPD] official Guenter Verheugen, in a news conference in Bonn on Mon. Verheugen said that the decision would affect DW radio progrs in Dutch, Danish, Norwegian, Italian and French for France. The savings of DM7m would be used for improving the services of Germany's international radio, Verheugen added. He said that, among other things, there were plans to launch a new Bosnian sce. According to Verheugen, 30 employees would be affected by the shutdown of the sces. Dieter Weirich, the head of Deutsche Welle, announced that Deutsche Welle wouldtry to avoid any compulsory redundancies if possible. The radio, which is believed to have been on the air for several years, appears to be aimed at entertaining North Korean soldiers on overnight sentry duty. Trans World Radio (TWR) began a two-step process of expanded English programming to the Caribbean. More than 14 hours of English progrs are being bc daily to the region from a 50 kW AM MW tx on Bonaire [on 800 kHz]. Plans are also under way for sts in or near the Caribbean to receive the same programming through satellite downlink. Listeners to the English progrs live throughout the Caribbean, as well as in Venezuela. An increasing number of English-speaking tourists will also be among the potential new listeners. In an interview on HCJB radio's "DX PartyLine" programme on 19th Apr, a spokesman for TWR in Bonaire explained that the new 50 kW tx would be used for English bcs on 800 kHz MW during local daylight hours, from 1100-2300 UTC, when TWR's existing 500 kW tx is off the air.
