Because BSA's reason for existing is to buld moral character and godliness in young men. Its founders, and its membership, believe that homosexuality is neither moral nor godly. If someone disagrees, then perhaps BSA is not the organization for them. For the same reasons I wouldn't join a gay activist group, they shouldn't join the Scouts.
