Charles Schumer (D-NY) to limit handgun sales to one-a-month (HR-3488) would also increase the penalty for knowingly making flase statements in conncetion with the transfer of a firearm. The bill would amend Title 18 of the US Code, Sec. 924 (a)(3) by changing the statutory penalty from one year to 10 years. In addition, the bill would establish a nationwide handgun rationing system by prohibiting the sale to anyone not an FFL holder of more than one handgun in any 30-dayt period. The bill also criminalizes the purchase of more than one handgun a month by any one not a licensee. The prohibition would not apply in cases where one handgun is traded in on another handgun or exchaged for a different one. HR-3488 has been referred to the House Judiciary Committee.
