The Hand Of Omega (that is what the 7th doctor sent to destroy Skaro's Sun right?) was probably the most dangerous thing ever built cause 1) It had intelligence, 2) It could do whatever it wanted (kinda). I say it is impossible to come up with a correct timeline for the Dalek stories.
