In the Gordon - That application you are looking at is probably old, and only commercial vessels need a licence as of last year. Recreational boats up to a certain size don't have to be licenced (in US waters), and when you make a call, you use your CF number as your call sign (most people don't even bother with this anymore). If you trailer the boat to Canadian or Mexican waters sometime, then you will have to have an FCC licence, but the cost is not $110 now, but $35 for recreational boats (I think), as of last year. And looked up the regs. on a radio in may baot. My boat comes under 2 classes (Voluntary, and Domestic). Quote from FCC. Small ships used for recreation (e.g. sailing, diving, fishing, water skiing) are not required to have radio station installed but they may be so equipped by choise. Guess it depends when and where the radio was manufactured and packaged. Have you been out on your boat lately? (it's a Merit 22, correct?) I was supposed to go down to the Bay Area this weekend, but the weather forecast was lousy all the way until next Tuesday. I just don't enjoy getting rained on, and then having to haul all the sails into the house to dry them. Can't leave them on the boat wet at this time of year; they take too long to dry, and raise the humidity inside the cabin so much that mildew can get out of control. Our next sailing club cruise is January 17-19, in SF Bay, and I'm planning to attend if the weather is decent. Hope you had a nice Christmas and New Year. Those are FCC regulatory matters which are based on a mix of US law and international treaties and regional communications agreements. The only relationship to radio packaging is that some manufacturers have included some (hopefully) then current FCC info in a box, which in no way affects your personal obligation to determine if that info is current when read by you or if there are conditions beyond what it discloses applicable to your use. For a full understanding of related legal issues, one can read 47 USC, 47 FR, and referenced documents and forms. One could spend over a year doing that, by which time changes could then be studied. The FCC has for the most part deregulated licensing of VHF-FM pleasure craft operator licensing years ago, and more recently station licensing. The ormer could be likened to an auto driver's license, and the latter to a car registration, which is not required for ownership or (test) transmission into a non-radiating dummy load, but is required for normal transmission into an antenna (driving on public roads). Simple forms of both used to be required for all ship operations, while some of the domestic deregulation required changes in international agreements before US laws could be relaxed. In some cases international travel, communication across national borders, or commercial or large pleasure craft operation still requires licensing which is now optional for small domestic pleasure craft operation. Basicly, what that boils down to is that if one isn't in a border area like the Great Lakes or Pacific NW, and doesn't cruise extensively (like oceangoing CA members or offshore racers), and is not subject to commercial rules, one can ignore FCC operator and station licensing for VHF-FM marine use or former RADAR station licensing, and only study channel usage and alternate call ID regulations. If one wants to add MF/SW SSB to pleasure craft, one becomes subject to the same application and fee provisions otherwise now only applicable to commercial and international craft. Some boaters become HAMs as a cheaper option to that which offers some overlapping international safety benefits plus access to social venues like ICW-net, as well as allowing use of cheaper user rather than manufacturer responsibility for regulation compliant tech performance) hardware. Gordon--- In the FCC echo, I gave you an intentionally complex to the point of being confusing answer to your previous question, intentionally raising questions rather than including answers. In these regulatory matters, it's more important that you learn how to stay current on what provisions are pplicable than to know the requirements at any one moment in time. Trade magazines usually cover narrow segments of related changes, such as boating, broasdcasting, CATV, telephone, etc. The other option is direct reference to relevent portions of Federal regulations, about which I'm glad to see you did do a little research. FWIW, I've held the highest available grade of FCC commercial radiotelephone licensing since 1975 (1st or General w/ RADAR endorsement), and worked in the engineering side of a few narrow fields requiring that. Phil over in Fido CC is an engineer who became a lawyer while working as an FCC District Director from which he retired into private practice, and so is among people in that echo perhaps the one you can trust to almost always present accurate answers when he chooses to share them, and whose legal opinions are close to 'fact'.
