If that doesn't meet every one of your criteria I don't know what does. It makes you wonder how bad the massacure would have been if it had been a Z28SS, WS6 Firebird, and the SVT Cobra. Those 133hp Neons have this little bitty tailpipe. They've probably got dual exhaust with nice large pipes for that concept car. It's nearly impossible not to notice that you've only got half as light as before. Taillights are a different story. But that's why we've got three. Don't you carpool anywhere with friends? Since the discussion is about cars in NYC the answer to your statement is "No". After 48 hours they are considered abandoned in both NY and NJ, and then they can be removed. In NY they are then supposed to be held for 30 days, after which they can be sold at aution as abandoned property. However, if they are obviously disabled and/or grossly stripped and/or without plates they can be classified as an ADV (abandoned derelict vehicle) and the department of sanitation will them affix a sticker to them and contractors come and remove them, disposing of them for their salvage value. Of course, along the way they are checked for being stolen etc, and if so, proper notification is supposed to be made. The proper thing to do, on any of the expressways and parkways in the area is that occupants should remain with disabled vehicles until either a RMP or authorized tow arrives.
