It sounds more like the guy simply happened to be in his driveway when the cop stopped him, and this is after driving the vehicle with the burned out bulb. While having the new bulb shows some intent to fix, it also shows that he knew the bulb was out but drove anyway. Big deal, he got a fix-it ticket which simply amounts to a "prove you fixed it to the judge" citation. Besides, we don't know all the details. It's possible he got it for his attitude, if it was poor. Did he DEMAND his rights? But I just don't have the room to carry headlights (and a full assortment of bulbs, tools, etc) in my pickup unless I buy a toolbox. And then, it'd probably get ripped off (or broken into if it's a bed mounted toolbox). Already lost a LOT of stereo equipment. ... Sometimes, you do have to do more in the way of removing/loosing items in the way. Try working a '87 Chevy Celebrity, I don't even see the back 3 plugs, only feel them and Gawd help me if I reinsert the plug wrong and strip it.
