I've never had it done, but I've had a recall notice on seat belts and they located me, even though I was the third owner. They replaced the parts for free and even more than the recall said, since it was on the seat-belt. As for a TSB, I'm not sure but if it reflects a defect and it is under warranty, or on an emmision control part, I would think so. Sometimes it would be a new way to handle a complaint on some, (such as cold weather related) that would be a pay replacement at tuneup time, such as a different spark plug. I'm not much help here, so you might just call and inquire from a dealers service dept.
