Dallas has the approach (and an ordinance) even if the car is in your driveway without registration or inspection, it can be presumed to be a junk vehicle and an eyesore, either remove it or the city will do it for you. (and send you a bill for the favor) Generally, they do not strictly enforce it, only if neighbors would complain. The intent is to keep folks from having partially dismatled cars sitting around.
