Now they Here in New Jersey, the only legal ways to drive away with a car bought in a private sale include driving it with current registration and proof of insurance (state approved insurance ID card). Therefore, you could drive away using the previous owner's plates and insurance and complete the sale at your location, or, get the title, take it to your insurance company, get insurance, go to the DMV, transfer the title and get new plates and then use the new plates and new insurance to drive away. If you purchase the vehicle at a dealer, the dealer can give you a 30 day temp tag but your insurance company must notify the dealer that the vehicle is insured before the temp tag can be issued, since the temp tag is also considered to be a temp insurance id. And yes, most insurance companies have a clause, like mine, which states that it will insure any car owned by me provided that I notify them within 30 days of purchase. While this would insure me, this does not meet the proof of insurance must be carried with the insured vehicle at all times requirement. If I was stopped driving such a vehicle without proof, I'm subject to fine, loss of license and impoundment of the vehicle. If I then provided proof of insurance, an ID card, it would be reduced to failing to carry required documents, a fine. In fact these days we aren't allowed to own an unregistered vehicle unless it is garaged at all times, and registered vehicles must be insured. As it stands now, they can tow away an unregistered vehicle from my private property. JF> This baffles me! However, it looks like the state stations are the only ones that are making the investment. Up til now, private stations have been allowed to charge 1/2 hour labor for a test at their normal rate. I don't know what the new test will bring as far as new charges. As far as the vehicle confiscation, here in NJ any car unclaimed over 30 days can be sold at auction, however, the process to auction such a car is lengthy, involved and usually takes about 180 days.
