In Jersey they do it both ways, you can go to a state run facility to get tested, or to a private shop that has a license to inspect cars. I ran one of those shops for a few years and while I understand your position, there's a pro and con either way. If I was just your ordinary John Q. Public, I'd probably do it through a local shop. Jersey also does random roadside inspections, but they are few and far between. There's one location in Randolph, in Morris County on NJ route 10, where they put up cones and stop signs every so often, and they visually inspect and check paperwork on every vehicle, and do an inspection based on some number, like every fifteenth car or so, no matter what the age of your sticker. I also know that they do random followups on privately done inspections, but I assume that the chances of getting bagged either way are like getting hit by lightning twice. When we inspected cars, we would tell you what was wrong, if anything, it was your option to leave if you disagreed. The sate would come by once in a while and surprize us also, they'd often replace a cat with a pipe and see if you'd catch it. But, lots of people aren't good -> drivers. They just think mashing the brake to the floor is the way -> to stop fast. That would just put a car like a Viper into a skid. NO human Being can Pump the Brakes or Limit Skidding in most situations Better than a Computer controller ABS system. BUT ABS is NOT a cure all for STUPIDITY! Anyone -> agree? -> When it sits overnight, it barely has enough power to turn the engine -> in -> the morning, even on a warm day (today it was almost 60 when I went -> out to -> start it). Lights are also very dim. Haven't taken a voltage -> reading yet, -> but plan to.. Don't need to take any voltage readings. If the battery looses excessive charge overnight it is Past Time for replacement.
