The new chip solved that problem completely. You can tell if you have the defective chip by trying ATW2 and see what happens. The other way is to issue the ATI1 command. How do you know what speeds that you and the BBS are connected at? I connect 99.8% of the time at 31,200 with an occasional 33,600 and sometimes a 28,800 to my 33.6 BBS. Every connection is rock solid and never an error with u/l or d/ls. The only parameter that I have changed from the factory settings is to set W0 (DTE speed) to W2 (DCE speed). Works perfect out of the box both for BBS and FAXes. I issued this command to change and save it AT W2 &W0 My Init string for both BBS and FAXes is ATZ Pretty simple and it works perfect ... thank goodness because there is very little documentation available for the AT command set.
