How they plan to do it remains to be determined but USPS wants it and wants it bad. Their initial thoughts were that the software used to send E-mail (especially on the internet) would use a key issued by the USPS for a limited amount of postage similar to a phone card or postage meter. In theory, the ISPs would be in violation of some yet to be conceived regulation requiring the presence of a key to accept E-mail.
