I think this kinda stinks because this was one of the reasons I decided to purchase Duke. I figured w/ a level editor from the company, it would be moderately easy and have some good documentation on it's use unlike many of the DOOM editors which were released for it. I remember one of the advertising features on the shareware end screen referred to a full featured level editor to create your own levels. Which, I must say, is a bit disappointing in my opinions...
