As long as you have a head cover - does not matter what type - you can salute normal. If the new hats look the same as the Tilley then it would be acceptable to me BUT National and Provincial have both stated that only the Scout Issued and sold hat would be allowed - after all where would they get their funds if we all wore the Tilley. We will wear ours ALL THE TIME! Except in the winter and then it would be optional for safety reasons. I plan on dyeing my real Tilley when I see what colour they are. Doesn't seem to be much point in owning two of them! :)) As for saluting...well you can't without a hat under "commonwealth rules", only our friends to our direct south do that. So in order to hold a flag raising, indoor or out, you will have to wear a hat, or choose not to salute it.
