Notice the words B.P. included in the promise: "On my honour". He considred one of the Scouter's most important tasks was to develop a sense of honour in each individual. On it, he said, "the whole of the Scout's future behaviour and discipline hangs". HISTORY OF ROVERING ------------------- Rovers Canada is a Scout section for the 18 thru 26 year age bracket. As with all sections in Scouts Canada, Rovers can be co-ed. Below iis printed a brief history of Rovering in Canada for your interest. By 1908, Scouting had taken root in Canada, and in August 1910,Baden Powell toured the Dominion. In June 1914, the Boy Scouts of Canada was incorporated by an Act of Parliament. In June 1917, BP introduced a Senior Scout section for the purpose of retaining and training the senior Scout. In 1918, the section was named "Rover Scouts". The book, Rovering to Success, was published in 1922, and while a good resource, was not intended to provide a specific program for the section. The First World Rover Moot was held in July 1931 in Kanderstag,Switzerland, with BP attending. A world census of Rovers in 1933 counted 38,927!! The Second World Rover Moot was held in 1935 at Ingaro Sweden,followed by the Third in 1939 in Monzie, Perthshire. The Fourth World Rover Moot was not held until 1949 due to the war,and was celebrated in Skajk, Norway by 2500 Rovers from 37 countries,including Canada. July 1953, the year and month I was born, saw the Fifth World Rover Moot again at Kanderstag for 4200 Rovers from 33 Countries. The 6th World Rover Moot was in 1957 at Sutton Coldfield in England, and the 7th in 1961, in Melbourne, Australia. I believe that there has only been one other World Rover Moot since, but I haven't the details to date. If anyone can shed light on the last World Moot, it would be greatly appreciated. Meanwhile, in Canada, the Scout program was revised in 1968 and the Venturer program was added for boys 14 to 17 years. I was fortunate enough to have been in one of the first Venturer Companies formed in Canada during that year...it was all very confusing. A National Rover Subcommittee was set up to study the need for a Rover section, and in 1969 announced there was indeed a need for Scouting for those 17 to 23 years of age. In 1970, the Rover Subcommittee proposed a three year trial of co-ed membership as an option for Rover crews, and the issue was discussed at NAROCO'71. The co-ed option was accepted officially for Rovers in 1973. The Venturer section followed in the '80's. An iterm paper "Rovers'71' served as a resource for Rovers until a more permanent Rover handbook could be prepared. In 1975, the Canadian Rover Handbook was released, and a new edition again in 1986. In 1984, as a result of a National Rover Survey, a recommendation was made to raise the age eligibility for Rover registration to include any male or female Rovers between 18 and 26 years of age. This made Rovers an adult section, and the program and resources were reviewed and revised in 1987. Canadian Rovers have enjoyed their own National Rover Moots as well... 1951 - Blue Springs Ontario 1956 - Sussex, NewBrunswick 1959 - Banff, Alberta 1962 - Mekinac, Quebec 1966 - Parksville, British Columbia 1970 - Winnipeg, Manitoba 1974 - Camp Samac, Oshawa, Ontario 1978 - Camp Impessa, Pincher Creek, Alberta 1982 - Camp Wetaskiwin, St.Catharines, Ontario 1986 - McLean Park, Langley, British Columbia 1990 - 1994 - The last two have been left blank for you active Rovers to fill in since I retired from the Rover Section and I've lost contact with the various round tables. In conclusion, Rovers is a FUN section of Scouting to be in. It balances business, home, social, physical, mental and spiritual needs with an adult perspective. Rovers assist their little brothers and sisters in Scouting by being leaders, providing much needed service, and spicing up camps with their wonderful talents. There's a lot more to be said about Rovers, but...that's another story. Additionally, when a donation modem comes in from Zoom, Orion BBS will host the Greater Lowell Council messaging service for all of the units, including scouts, cubs, explorer, O/A, etc.. We don't allow LD verifies, but many of the files are up for FREQ. Hmmm. Just realized that I should have a MAGIC name for a file which lists all of the scouting files here. I'll do that in the AM.
