I don't have the perfect answer, but some groups have a workshop night where leaders bring in tools and set up leader supervised work stations so that the youth actually do the work under leader guidance. This does not guarantee no parent engineered cars but it ensures that the bulk of the work is done by the youth. Also, we give all of the Cubs the same tips on polishing their axles, weight distribution and lubrication. When I was Cubmaster, the Pack Committee, Den Leaders and I voted to add an adult division to our Pinewood Derby. While this didn't totally eliminate adults from doing too much work on their son's car, it did minimize it. The highly competitive adults were able to compete against each other directly instead of through their kids. It also allowed the boys to pick up pointers for next year's race.
