The catcher can stand if he wishes. He just cannot jump out of the box unless he's making a play or catching a pitch. Some will argue that the rule only applies to intentional walks. It doesn't. It clearly states what the catcher's position is and the penalty is a balk. And contrary to what someone else said in here, rule 4.03a does exist, and pertains to a catcher's position. If any player ran over a catcher like he hit the second baseman it would be called good hard nose baseball. Personally, I think the forearm to Vina's face was a bit much, but there's no rule against it. There is no suspendable offense there.
