I said prior BEWARE of HMO'S..............please read on: There has been a lot of talk on TV and in the media about the "benefits" of HMOs. There have been HMO-paid-for TV commercials touting the "virtues" of HMOs. There have even been claims made by these HMOs that they offer better benefits than Medicare and Medicaid. These claims may not be totally true, especially if you are a person with a disability. Therefore, before leaving Medicaid or Medicare for an HMO, know your rights and know what your HMO will and will not cover. Study their benefits booklets carefully before you sign on any dotted line! And don't be lured by the HMOs' promise of free prescriptions and eye glasses. HMOs are for-profit businesses. To maximize their profit, HMOs will deliver to you the least possible care necessary without actually killing you. No one who is on Medicare or Medicaid can be forced onto an HMO. Moreover, if you are on Medicaid and/or Medicare and transfer to an HMO, you can voluntarily return to Medicare and/or Medicaid at any time, as long as you qualify. Those of you with a personal care attendant (PCA) and who are on Medicaid or Medicare should remember you do not need to transfer to an HMO and you cannot be forced onto an HMO to keep your PCA. If you are released from a hospital and you have Medicare, Medicaid and an HMO, Medicare will pay for a PCA for the first 100 days of home care. Then your HMO may pay; if it does not pay for your PCA, Medicaid will, as long as you financially and medically qualify for the PCA. If you are on an HMO and the HMO will not cover a PCA, Medicaid will cover a PCA for you while you are still on the HMO. Naturally, you must qualify financially and medically for a PCA. You'll need to discuss your unique medical and financial situation with your local Department of Social Services. If you are disabled, beware of HMOs. Accoring to the September-October issue of MOUTH Magazine, Congress has held hearings on the gag orders imposed by HMOs on the doctors it enlists. HMO doctors under these gag orders cannot tell you that you really ought to see a specialist the plan won't pay for. HMO doctors cannot speak publicly about HMOs' ills nor can these HMO doctors "disparage" the HMO plan or compare it to its competitors. In other words, if your doctor has signed on with an HMO, he cannot level with you about your true medical needs. This can be deadly to a person with a disability. Wheelchair accessible apartments can be found in all new apartment buildings now. A two bedroom unit would allow for a live-in care-giver if required. For those who have not been out on their own, living independently takes some getting use to and requires a whole new set of skills. Social skills being the most important. BT> Can you tell me about Hud or Habitat for Humanity? Programs such as these are based on financial need, other than that I don't know the finer details. Although, I do know that there is always a waiting period involved, best to get the ball rolling now. Paperwork when it comes to state or fed programs is slow. In Washington state, there is public housing for the low income disabled, with rent subsidized based on your income. For example, someone with a 500.00 month SSI income would pay about 100.00 a month rent on a 2 bedroom unit. If you need a full-time personal caregiver, there is a PCA type program that will provide a max wage of 1100.00 a month for them. Its a matter of jumping through all the hoops, and then of course finding a caregiver, but a complete physically disabled person can live independently in this state anyway, and alone, if you prefer live-out help. Electronic communication might be one of the most important ways to make contact with the outside world for handicapped people. It may be a (known) fact that echomail is suffering from the internet hipe. It is my expectation that this will lessen as soon as people become aware of the leanness and meanness of fidonet, that can often be approached for nothing and by using second hand (and thus small) computer fascilities.
