Having raised them the past seven years and earned a reputation for some fiery chili and salsas, don't pick 'em "green". Leave them on the plant until they're fully mature, even better when they start developing little cracks along the pod. While still a full, dark, waxy green with those little cracks, that seems to be the peak of "heat" in my experience. Once they turn red, they're a little sweeter, in my opinion... that's when I like them best, either fresh or especially sliced into stir-fry... Fully red, with those little cracks. Yum!!! Peppers are fairly slow-growing. I set mine out as transplants around the last half of April, weather permitting. Currently I have red chilis, cayenne, jalapenos, and four habanero plants to keep the guys at work humble. I have fairly poor, clayey soil so I tend to till a lot and use lots of humus and fertilizer. I add about 5 lbs of powdered limestone to my plot each season to help this out. You can also get a calcium solution called "Stop-Rot" (I got mine at Wal-Mart) that will greatly alleviate the problem.
