They are a part of the OEM SR2 and up Windows 95 systems. They are otherwise not available. -> I converted the drive to FAT32 with 4 k clusters, it won't boot. -> I converted the drive to FAT32 with 8 k clusters, it won't boot. -> I converted the drive to FAT32 with 16 k clusters, it won't boot. -> When I revert back to FAT16, it's fine. -> Any ideas? I strongly suspect that the machine you're trying to convert isn't running the boot files for OEM SR2 or above. That would be abot the only reason for the machine not to support 4K clusters under Win95. The other catch would be if you had any other drivers present like a Disk Manager or EzDrive to do LBA. That would cause a problem as well.
