The file _should_ be saved as This is a fax.fax, and not as This is a fax.fax.doc. I do not intend to use FAT-32 since my WinNT -> 4.0 setup will not be able to "see" it. None of what you mentioned is a valid problem since the OEMSR2 CD isn't an upgrade and can't be installed anyway. Both legal and other problems exist with your plan. If you try and run the setup it won't load either.
