The Civil Air Patrol is an official auxiliary of the USAF and is a volunteer, non--profit organization that performs three main missions: Emergency Services, Cadet Training (13-18 year olds), and Aerospace Education. Members fly over 80% of the search and rescue mission hours.Many lives are saved each year by the CAP. We wear similar uniforms as the USAF but we buy our own. Military privilages are very limited but the best information about that can be gotten from the closest squadron near you. They can also tell you how to join. Similar customs and courtesies are rendered as with the USAF. We are located in all 50 states and Puerto Rico. I appreciate your comments. Someone's got to be in charge of a search, and we accept that. In Virginia, Appalachian Search and Rescue handles ground searches, and CAP units are subordinate to APSA. In Maryland, APSAR is subordinate to CAP. We just compted a REDCAP SAR (plane down) in Frederick County, Maryland, in weather and terrain similar to the Cascades. APSAR and CAP worked very well together, but we had some problems with the local Red Cross. (I was part of the staff for the search as Public Affairs.) And yet, we would commit ANY resources we had to find the pilot. How much more so would we have done had the local Sheriff let us? You may not know this, but the Washington Wing had to use the fiction of a practice SAR to locate our pilo, and it wasn't one of the "official" planes that had a hit. The pilot survived the crash, but died of exposure. He left notes describing what happened, and the CAP's counsel isn't letting Washington officials see them. We are really unhappy about this. Having said that, how are we to resolve this issue? What are the Memoranda of Understanding like between CAP and local and state authorities? Are there regular training exercises? Parenthetically, may I quote yr message in my report to our Wing Commander? I have responded to another message in LD>this BBS area re: American Red Cross, you may wish to comment The Quetico Provential Park, Ontario is located above Minnesota and specifically above the Boundary Waters Canoe Area near the Superior National Forest or you can look for Ely, Minnesota or Atikokan, Ontario. Every summer for 11 years, I went on church canoe trips up in one of the most beautiful areas on God's green earth. When people die they want to be buried in some special place and I would like to have my ashes scattered in the BWCA. I was the medical person on these trips and thankfully we did not have any great problems. We did discuss what we would do if someone became severely injured or ill. It was a least two days hard paddle, in a unloaded canoe, to the nearest place we last saw people. We usually saw people on the first day in and the last day out but inbetween we did not see anyone at all or rarely. Thankfully no one had to do a search and rescue for us. It was an area that only a plane with floats could land but we first had to somehow get the attention of someone to get a plane. We usually did not even see a plane the whole time. I guess they thought, after seeing our schedule, that no one could be that stupid to paddle that remote so quickly. Anyway if you get up to Minnesota or Wisconsin look me up and I'll point the way. As to the other topic of discussion I have never personally seen the American Red Cross sell coffee or donuts but I have heard that they do this. In the last disaster exercise that I was in the Red Cross was there but they did not sell the food they had. Also the courses which I teach at Randolph are free to the participants which are working at Randolph and their dependents. I have not visited that part of USA, but I am familiar with Atikoken, Ontario. When I was the provincial president of the Ontario Jaycees many years ago, I travelled far and wide. It is apparent by the messages on this BBS from other persons that overall, the ARC does not have to good a public image. Many others have experienced the money grab that I have seen at some of our Red Caps over the last few years. However, I sure give them 100% for their efforts in California during the earthquake.
