I read a paper (that's research not news) when I was in college about the use of the genetic matter from one egg to fertilizer another. IOW, you use two eggs instead of an egg and sperm. Therefore a fatherless child. IMO, the only reason this hasn't happened yet are the facts that it is illegal and very expensive. If nothing else this would tell the system if the car was moving or not. Usually these systems can and do send a lot more info then that. It can tell the location of the car, its speed, how long the engine has been running and more. With the right software at the base you can tell a lot about what the car is doing and therefore what the officer has been doing (or not doing).
