Amend David, DN> Since it's unconstitutional for the Congress to amend the DN> Constitution by themselves, I don't think they should pass ANY DN> amendment, no matter what it says. Thank you for pointing out my mistake. In my haste to write the note, I left the people of the 50 states out of the process. You're absolutely right that Congress, by itself, may not pass an Amendment to the Constitution. They may only propose such. DN> Naming and describing these proposed changes would probably DN> help, The examples you gave are to vague to be considered proposals. OK, I'll try to avoid vagueness. To that end, here's the exact language of the proposals: 1) H. J. RES. 41 Section 1. Notwithstanding any provision of the Constitution, the Congress is empowered to enact and enforce laws prohibiting the desecration of the lag of the United States of America. Section 2. The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article. Section 3. Ths article shall take effect immediately upon ratification. 2) H. J. RES. 16 ARTICLE -1A-- Nothing in this Constitution shall be construed to prohibit individual or group prayer in public schools or other public institutions. o person shall be required by the United States or by any State to participate in prayer. Neither the United States nor any State shall prescribe the content of any such prayer. 3) S 54 IS A BILL To amend title 18 to limit the application of the exclusionary rule. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "Exclusionary .Rule Limitation Act of 1995". Sec 2. (a) Chapter 223 of title 18, United States Code, is amended by adding the following two sections: Sec. 3508. Limitation of the fourth amendment exclusionary rule Evidence which is obtained as a result of a search or seizure shall not be excluded in a proceeding in a court of the United States on the ground that the search or seizure was in violation of the fourth amendment to the onstitution of the United States, if the search or seizure was undertaken in an objectively reasonable belief that it was in conformity with the fourth amendment. A showing that evidence was obtained pursuant to and within the scope of a warrant constitutes prima facie evidence of such a resonable belief, unless the warrant was obtained through intentional and material misrepresentation. Sec. 3509. General limitation of the exclusionary rule Except as specifically provided by statute or rule of procedure, evidence which is otherwise admissible shall not be excluded in a proceeding in a ourt of the United States on the ground that the evidence was obtained in iolation of a statute or rule of procedure, or of a regulation issued pursuant ereto. In your opinion, is there anything that should be JW> banned? ^^^^^^^^ In my opinion... well in regard to the topic of tv shows, etc. my opinion is basically the same. The only things I think the government should totally forbid or control is what they already do for radio and TV which is those 7 words, etc. that you already cannot say and nudity. The rest should be under the parents control. But I do have one exception to my way of thinking... recently which is relative to the recent bombings of the Oklahoma building. The only thing I would ban is telling people to go ahead and bomb the government or people in general and that is only when they use those words. If I were to do it, it would be a terroristic threat. I still worry though about government control. When big brother starts to control it can go a bit to far. I just still like the freedom to choice. JW> The networks have proven over and over that they are UNWILLING to JW> make changes without public and government pressure. The bottom line JW> is the ONLY thing that matters to network execs. Without law reform, JW> and public pressure, they won't change anything. My opinion. Actually, public pressure works a lot better then you give it credit for. I have seen networks that have caved in to public opinions over what is not politically correct or accepted. Its not all the time, but they do listen sometimes to the MAJORITY. Those who yell the loudest do get heard, even with the networks. But you as a parent still have that control to monitor what your children watch if you don't like the show. Heck, I think the news is much worse than any show that is on TV right now but would you ban the news??. I for one like to see what is going on in the world but yes, it does offend me with the way the cover it to death but, when it gets too much for me, I turn it off. JW> As far as I am concerned, and from what I have read, the ONLY way to JW> get networks to change is by force. They don't care about kids. They Yeah, and the next thing you thing is try to get people to change their VIEW by force. I just don't think we should open this door up. Because we are a diverse society, what you may not like other do. It should be a majority rules, that is what democracy is all about. And yes, it goes with TV too. But at least we TV unlike the government, we always have that off key.
