The point I was attempting to make, however poorly phrased, was that the problems with BATF resides primarily at the leadership levels. The majority of working, field BATF agents are honest and honorable men. The guidance provided to those agents by higher-ups is severely flawed. I can't help remembering that both Ruby Ridge and Waco began as BATF operations. We saw what happened at both locations when dilettante egos and incompetent leadership dictated the actions of armed men. People on both sides died needlessly. The majority of those mistakes were made by the FBI, an agency with (supposedly) higher standards and more oversight than ever applied to BATF. BATF is like a tree with some healthy new growth in the branches and leaves, but blighted and rotten at the core beyond hope of redemption or cure. Left untreated it will only infect the trees around it and bear bitter, foul fruit. Better to pull it out by the roots now, before it poisons the soil, and plant a new agency. BATF is, by origin, a tax collection and licensing agency, limit the replacement to those functions, not law enforcement. If they have reason to suspect a crime, let them refer the matter to a real law enforcement agency for investigation. The redeemable agents from BATF can be hired and trained by a real law enforcement agency to handle investigations once done by BATF or to free up other personel for that duty. It would be cheaper and faster to retrain salvageable BATF people to be real agents than to train virgins off the street. Agents contaminated by the prior bureaucracy are best removed as far from police powers as possible. Policing up bison droppings in Yellowstone or smuggling bacon into Iraq springs to mind. The only problem I see is in separating the salvageable from the damned. The government can also save money by avoiding duplication of effort and resources (laboratories, etc.) that is now the case. There is an amusing story behind that. Until this year the "ethnic group" of a student was recorded on the SAT test paperwork. That practice has been halted. The series of pre-defined "ethnic groups" now appears on the enrollment application of the University. Interestingly enough, approx 62% of applicants are refusing to check any of the boxes. The applicants themselves do not want to be categorized on an ethnic basis. Yet Jackson and his people are screaming about falling minority enrollment.
