Sounds like the keyboard encoder (an IC ) is bad or your keyboard has a short ( something conductive fallen inside, it doesn't need to be a solid, pop, coffee or other drinks can be conductive ). Have you replaced the keyboard ?? Assuming you have, boot from a =known clean= boot floppy and test the keyboard for the problem. If it still occurs, it is certain to be a hardware fault.
