Basically, there are two ways to homeschool in Tennessee. You can register with the local public school superintendent, or you can register with a church-related school. If you register with the public school superintendent you are subject to many conditions, including testing as dictated by the government school. If you register with a church-related school you are exempt from state control. There is some controversy concerning the homeschooling of children in grades 9 through 12. The state board of education office claims the law requires that, even though you are registered with a church-related school, you must also register with the government school superintendent. Also, the state board of education believes the law requires that the local public school administer end-of-course tests to homeschool students in grades 9 through 12. We believe this is unconstitutional, and is simply a way for the government school to dictate curriculum for homeschools. In another section of the state law it strictly forbids the state from dictating curriculum for church-related schools. As you can see, we will probably have to resolve this in court at some point.
